钱学森技术科学观视域下关键核心技术“卡脖子”问题研究

Study on Troublesome Issue of Crucial Technology from Perspective of Qian Xuesen’s Technological Science Concept

钱学森技术科学观以“基础科学一技术科学一工程技术”三层次为基础,阐释了技术科学在基础科学向工程技术转化中的桥梁作用及技术科学家在科技创新中的独特价值,被誉为“技术科学的强国思想”。我国关键核心技术“卡脖子”问题实质上是一个技术科学问题,原因在于基础科学成果供给不充足、技术科学引领作用不明显及技术科学家考评机制不合理,可从强化关键核心技术的理论供给、发展面向中国现实需求的技术科学及打造高水平的技术科学家人才队伍等方面着手解决。

Qian Xue-sen’s Technological Science Concept,was hailed as Technological Science Thriving Thought,which based on three levels,namely the Fundamental Science,the Technological Science and the Project Technology,illustrated Technological Science's role as bridge in the transformation of Fundamental Science to Project Technology,and scientists'unique value in technology innovation.Troublesome issue of crucial technology is essentially a technological science problem,because of the insufficient supply of basic science research,the insignificance of the leading function of technological science,and the unreasonable evaluation mechanism of project scientists.This problem can be resolved by heightening the supply of basic theories of crucial technology,developing technological science from China's reality,and establishing high level scientists team.
