Research on Risk Management of Honest Management from the Perspective of Complex Adaptive System Theory

指出公共权力运行系统外部环境演变性和潜在腐败主体的适应性是使当前廉政风险管理陷入困境的重要原因,认为构建学习型廉政风险管理体系是走出这一困境的有效途径;廉政风险管理体系在功能上的要求决定了其特定的具有学习能力的系统结构,这种学习型系统结构的形成基于体系内部信息反馈机制、经验交流机制、绩效评估机制和整体协调机制的构建与完善。

This paper pointed out that the evolution of external environment of public power operation system and the adaptability of potential corruption subject are the important reasons for the current incorruptible risk management to fall into a dilemma.The construction of learning type management system is an effective way out of this dilemma.The functional requirements of the anti-corruption risk management system determine its specific system structure with learning ability.The formation of learning system structure was based on the construction and improvement of internal information feedback mechanism,experience exchange mechanism,performance evaluation mechanism and overall coordination mechanism.
