跨界公共物品供给碎片化与协同治理系统

Trans-boundary Public Goods Fragmented Supply and Collaborative Governance System

随着中国区域经济的发展,跨界公共物品的数量增多,但是供给碎片化的现状成为区域经济一体化的制度性障碍,因此在跨界公共物品供给碎片化的分析基础上,应研究如何实现协同治理系统。跨界公共物品供给碎片化表现为供给目标、供给主体及供给工具三个层面,其出现的制度根源在于转型期跨界公共物品供给与区域经济发展的非均衡关系,地方政府在跨界公共物品供给中的角色错位。从区域制度创新的视角构建起跨界公共物品协同治理系统,前提是厘清跨界公共物品供给目标与区域经济转型的关系,进而优化跨界公共物品多元化供给主体间的信任关系,健全跨界公共物品供给工具体系,从而加快区域经济一体化的进程,推动建成具有全球竞争力的城市群。

With the development of Chinese regional economic,the quantity of trans-b oundary public goods is increasing,but the fragmented supply fact becomes the institutional barrier of regional economic integration,so it is necessary to research how to realize collaborative governance system,based on transboundary public goods fragmented supply analysis.The forms of trans-boundary public goods fragmented supply are supply aims,supply subjects and supply tools,the origin of which is the unbalanced relationship between trans-boundary public goods supply and regional economic development in transformed period,and the dislocation role of local government in trans-boundary public goods supply.From the aspect of regional institution innovation,the trans-boundary public goods collaborative governance mechanism is constructed,the precondition of that is clearing the relationship between trans-boundary public goods supply and regional economic transform,then improving the trusting relationship among multiple supply subjects,and the trans-boundary public goods tools system.It is good for regional economic integration and world competitive city agglomeration building.
