法国人工智能发展政策及启示

French Artificial Intelligence Development Policy and Its Enlightenment

新一代人工智能的发展离不开人工智能发展政策的引导与支撑。以时间为序对法国近年来人工智能发展政策的演变进行阶段性梳理,从指导思想、推动主体、内容特色3个角度出发探讨政策文本背后的考虑和关怀,分析其设计布局的亮点和意义。结合法国经验和我国国情,为我国人工智能政策的发展提出以下几条建议:鼓励政策制定多元化参与,推动产学研一体化发展,营造“近悦远来”人才环境,加强道德主体建设,完善数据生态体系,提前应对就业问题以及平衡从业人员性别比例。

The development of the new generation of artificial intelligence cannot be separated from the guidance and support of artificial intelligence development policies.This paper sorts out the evolution of France's artificial intelligence development policy in recent years periodically from three perspectives of guiding ideology,promoting subject and content features,in order to find out the consideration and care behind the policy text,and analyzes the highlights and significance of its design layout.Combined with French experience and China's national conditions,the paper puts forward following suggestions for the development of artificial intelligence policy of China:encouraging diversified policy participation,promoting the development of production-teaching-research combination,building"its shores"talent environment,strengthening the construction of the moral subject,improving the data ecological system,preventing the employment problem and balancing the personnel sex ratio.
