摘要
在分析地方科技计划体系改革现状及趋势的基础上,针对改革后地方重大科技项目创新绩效的影响因素,基于模糊网络层次分析法,结合采用德尔菲法,根据得到的专家咨询结果构建评价指标体系,采用标准度和三角模糊数法确定各级因素的重要性和关联度,从而得出各影响因素的重要性排序。最后以广东省为实例,结果表明技术路线、实施计划、产业需求等因素对广东省重点研发计划的创新绩效影响较大,符合广东省重点领域研发计划以解决产业核心技术瓶颈问题设立的战略定位,验证了该方法的科学性和合理性。
Aiming at the innovation performance of regional major S&T projects,this paper first analyzes the current situation and the trend of the regional S&T planning system,then builds the evaluation index system based on fuzzy network analytic hierarchy process and Delphi method,and uses the standard degree and triangular fuzzy number method to determine the importance and relevance of factors,obtains the importance ranking of each influencing factor.Finally,taking Guangdong province as an example,the results show that factors such as technical route,implementation plan and industrial demand have a great impact on the innovation performance of the key R&D plans of Guangdong province,which is in line with the strategic positioning of the R&D plans in key areas of Guangdong province to solve the bottleneck of industrial core technology,and verifies the scientificity and rationality of this method.
