江苏省农业用水合作组织发展迅速,在保障农民农田灌溉用水上发挥了良好的作用,同时协会运行成本和费用收取是重要的控制环节,合理的成本控制做法和费用收取方式对协会良性运行至关重要,以响水县三新河灌区为例展开思考和研究,提出建议。
