新冠疫情防控背景下档案数据治理效能提升策略研究

新冠疫情的暴发作为一次突发公共卫生事件,是对我国治理体系与治理能力现代化的一次"大考"。而构建"档案大数据"、完善档案数据治理体系将成为信息时代提升档案利用价值、推进档案治理能力现代化的重要举措。在新冠疫情防控工作中,面对社会治理共同体理念尚未实践、数据流转存在隐私泄露的风险、跨领域多层级数据壁垒仍存在的现状,文章提出了构筑档案数据治理制度框架、优化档案数据管理系统平台、协同档案数据治理参与主体、建立档案数据开放共享机制四种档案数据治理效能提升策略,为战胜疫情提供"智慧档案数据"。

As a public health emergency,the outbreak of Corona Virus Disease 2019(COVID-19)is a great test for the modernization of China’s governance system and governance capacity.The construction of archival big data and governance of archive data is an inevitable trend in the transformation and upgrading of archival work in the era of big data.It is both an opportunity and a challenge.In the prevention and control of the new epidemic,we are faced with multiple problems like the lack of practice of social governance community,the risk of privacy leakage in data flow,and cross-domain and multi-level data barriers.This paper proposes four strategies to improve the efficiency of archival data governance.They are to construct the institutional framework of archival data governance,optimize the system management of archival data platform,cooperate with the main body of archival data governance,and establish the open sharing mechanism of archival data.Strategies can provide smart archival data for winning the wars against COVID-19.
