On the Roles of Social Organizations in New Model of Community Governance

实现共建共治共享的基层治理新格局需要社会组织发挥主体作用。从当前社会组织的现实困境来看,社会组织在服务、自治与协商三大维度上的作用未能得到充分发挥。社会组织作为基层治理的参与者,其作用发挥及发挥的程度取决于嵌入其中的制度环境。制度环境影响基层治理行动主体的组织化程度、资源获取与技术选择,进而影响其行动效果与治理效能。因此,为充分发挥社会组织在基层治理新格局中的作用,应提供制度、组织、资源和技术四方面的保障。

A new model of community-level governance based on collaboration and broad participation requires a leading role of social organizations. By analyzing the realistic difficulties of social organizations, this paper holds that the current role of social organizations has not fully played in the three dimensions, i.e. service, self-governance, and consultation. It is believed that the function and performance of social organizations, as a part of the community-level governance, depend on the institutional environment they are placed in. The institutional environment can influence the systematization, resource access and technological selections of all subjects in it, thus affecting the performance of their functions. Therefore, guarantees in institutions, organizations, resources and technology should be provided for social organizations to play its roles in the new model of community-level governance.
