区域高等教育集群发展具有整体关联性、个体多样性、管理一体性的主要特征。粤港澳大湾区高等教育集群的整体关联性较高,但在规模、结构和质量上都还需进一步提升;在个体多样性上,集群架构已经基本成型并各有所长,但空间布局上以四大城市为中心的团块状发展与不均衡共存;在管理一体性上,集群具有共同目标愿景,但还需完善满足各方利益的合作共享机制,以有效发挥集群功能。着眼未来,粤港澳大湾区高等教育集群发展在加强整体关联性上应明确打造"科-产-教"融合的高等教育集群发展模式,大力推进不同类型高校与不同区域、产业之间的衔接互动;在加强个体多样性上应大力构建中心城市以点带面、全面铺开的空间布局,大力推进大湾区创新型大学的建设,促进高等教育集群的多样性;在加强管理一体性上应充分利用"一国两制"优势和大湾区特色,大胆先行先试,积极探索高等教育合作办学的湾区道路。

The development of regional higher education clusters has the main characteristics of overall relevance,individual diversity,and management integration.The higher education clusters in the Guangdong-Hong Kong-Macao Greater Bay Area are highly relevant,but they need to be further improved in terms of scale,structure and quality.In terms of individual diversity,the cluster structure has been basically formed and each has its own advantages.The spatial layout of the four cities is characterized by the cluster development and unbalanced coexistence.In terms of management integration,the cluster has a common goal and vision,but it also needs to improve the cooperation and sharing mechanism to meet the interests of all parties,so as to effectively play the function of the cluster.Looking to the future,the development of higher education cluster in Guangdong-Hong Kong-Macao Greater Bay Area should strengthen the overall relevance,clearly build a science-industry-education integration of higher education,and vigorously promote the connection and interaction between different types of universities and different regions and industries.In terms of enhancing individual diversity,we should vigorously build a point to area and comprehensive spatial layout of central cities,vigorously promote the construction of innovative universities in Greater Bay Area,and promote the diversity of higher education clusters.In strengthening the integration of management,we should make full use of the advantages of "one country,two systems" and the characteristics of Greater Bay Area,positively take the lead and actively explore the way of higher education cooperation in the area.
