论我国世界一流大学建设应把握的“中国特色”

The Chinese Characteristics in the Construction of World-Class Universities in China

加快推进高等教育强国建设步伐,着力建设中国特色世界一流大学,需要置身于世界高等教育发展大潮流,科学把握世界高等教育发展一般规律;要在深刻认识"中国特色"和"世界一流"的逻辑关系的基础上,正确理解植根于中华优秀传统文化与中国特色社会主义政治经济社会发展沃土里的"中国特色",着重把握五个"中国特色":坚持党建引领导航与保驾护航的"政治特色",防止偏离中国特色社会主义办学航向;坚持自信包容与多元交融的"文化特色",把传承发展好中华文化精髓与吸纳世界先进文化有机结合;坚持不断求索与变革的"历史特色",把以史为鉴明方向与矢志革新求特色有机结合;坚持民主集中与社会参与各得其所的"组织特色",推进办学民主与效率建设有机结合;坚持依法治校与以德治校有机结合的"治理特色",不断完善现代大学治理体系。理解把握五个"中国特色",是加快建设我国世界一流大学的应然和关键。

To accelerate the construction of a powerful country in higher education,and build world-class universities with Chinese characteristics,this paper proposes that it is necessary to continue the trend of higher education development in the world,scientifically embrace the general law of the development of higher education in the world,and correctly understand the logical relationship between "Chinese characteristics" and world-class university.It is rooted in the excellent traditional Chinese culture and the fertile land of the political,economic and social development based on socialism with Chinese characteristics.The paper further proposes to focus on five "Chinese characteristics":first,adhere to the "political characteristics" of Party building to guide and escort,and prevent deviation from the direction of running schools under socialism with Chinese characteristics.Second,adhere to the "cultural characteristics" of self-confidence,inclusiveness and diversity,and combine the inheritance and development of the essence of Chinese culture with the absorption of advanced world culture.Third,adhere to the "historical characteristics" of continuous search and change,and combine the direction of taking history as a mirror with the commitment to innovation and seeking characteristics organically.Fourthly,adhere to the proper "organizational characteristics" of independent concentration and social participation,and promote the organic combination of school-running equality and efficiency construction.Fifthly,adhere to the "governance characteristics" of the organic combination of the rule of law and the rule of morality,and constantly improve the modern university governance system.To understand and grasp these five "Chinese characteristics",it is the necessary and key to speed up the construction of world-class universities in China.
