摘要 新时期以来,我国人才发展治理经历了管理式治理、整体性治理、协调式治理等三个主要阶段,不同阶段有着不同的治理背景、治理特征、治理方式、治理成效。面向高质量发展,提升我国人才发展治理水平需要解决一些相关问题,以满足新的战略需求。调研发现,专业组织发挥作用不足,人才工作与产业发展之间存在一定间隔,政府、社会、市场没有形成人才推动合力,市场配置人才的决定性作用发挥不足等问题还比较突出。因此,构建高质量人才发展治理体系的战略需求在于围绕形成人才引领发展整体布局,充分发挥市场配置人才资源的决定性作用,优化政府、市场、社会的角色作用,着力解决我国人才发展不平衡不充分的问题,人才资源发展和高质量发展之间的协同性偏差问题,进一步激励释放人才发展活力。为此,构建新时代高质量人才发展治理新体系的基本思路是:强化党管人才的战略协同和议程协同能力;围绕更好地发挥政府作用调整、优化政府人才工作职能;推动建立基于“职业分类”的专业人才分类治理体系框架;推动地方打造各县治理特色的创新创业生态系统。 Since the new era,China's governance system of talent development has experienced three main stages:management-type governance,holistic governance and coordinated governance.Different stages show different governance backgrounds,governance structure characteristics,governance methods and governance results.Facing the new stage of high-quality development,it is necessary to solve some related problems and meet the new strategic needs to improve the level of talent development in China.Empirical research finds that:in the current governance system of talent development,professional organizations play an insufficient role;there is a certain gap between talent work and industrial development;government,society and market sector have not formed a joint force to promote talent development;there are the disadvantage of the decisive role of the market in allocating talents.Therefore,the new requirements for building a new talent development governance system of high quality development are as follows:to form a overall layout of talent leading development,a allocation decisive role of the market in allocating talents,to optimize the role of government,market,society,strive to solve the collaborative deviation problem between high quality development and talent development,further incentive to release the vitality of talent development.To this end,There is a new way of constructing a new governance system for talent development.Therefore,it is necessary to strengthen the strategic coordination and agenda coordination ability of Party management talents,transform the work function of government talents to better play the role of the government,establish a professional talents classification governance framework based on"occupation classification",and promote the construction of innovation and entrepreneurship ecosystem With its own characteristics in local areas.
