地方政府权责清单制度基础性效用论析

Analysis on the Basic Effectiveness of Local Government's Power and Responsibility List System

党和国家推行地方政府权责清单制度,意在使之按照“点”“面”相融、“表”“里”相合、“制”“治”相接的生效机理,在转变政府职能、深化“放管服”改革、推动政府全面依法履职尽责等方面切实发挥复合而叠加的基础性制度效用。当前,我国地方政府公布和实施的权责清单制度因存在规范性不足、实用性不强等突出问题,其基础性制度效用尚未充分发挥。对地方政府而言,增强权责清单制度的基础性制度效用的举措是:首先,要强化权责清单制度建设的集成式理念和思维;其次,要借助动态管理机制,在权责清单制度优化设计方面及时进行“纠偏”“补缺”“增益”;最后,要按照由“制”及“治”的实践路向,不断强化综合应用,确保权责清单制度落地生效、提质增效。

The implementation of local government's power and responsibility list system by the party and the state is intended to follow the effective mechanism which means the integration of"point"and"surface",combination of"exterior"and"interior"and the connection of"system"and"governance",making it play a compound and superimposed basic institutional effect in the transformation of government functions,deepening"reform in delegating powers,enhancing regulation and strengthening public services",and promoting the government to perform its duties in accordance with the law.At present,the power and responsibility list system published and implemented by local governments in China has some outstanding problems,such as lack of standardization and practicability,and its basic institutional effect has not been fully exerted.For local governments,to enhance the basic institutional effectiveness of the power and responsibility list system,we should first strengthen the integrated concept and thinking of the system construction;Secondly,with the help of dynamic management mechanism,we should timely"rectify","fill in"and"gain"in the optimization design of power and responsibility list system;Finally,according to the practice direction from"system"to"governance",we should constantly strengthen the comprehensive application to ensure the continuous enhancement of the effectiveness.
