碳达峰碳中和先行城市的经验、挑战和启示

Experience,Challenge and Enlighten-ment of Leading Cities for Carbon Peak Carbon Neutrality

"双碳"目标确定以来,不仅国家层面将"做好碳达峰、碳中和工作"列入了"十四五"规划重点任务,地方层面也积极谋划提前达峰并力争早日中和。分析了国家级可再生能源示范区盐城和张家口的能源供给体系,介绍了盐城和张家口在"双碳"工作中取得的先发优势,同时也提出了在推进过程中仍面临的诸多难题,主要包括区域和重点领域碳排放、碳汇能力测算不够精确,重点项目用能增长导致碳达峰、碳中和年份存在不确定性等问题。"十四五"是上海锁定碳达峰目标的关键时期,也是展望碳中和框架蓝图的战略窗口期,结合盐城和张家口 "双碳"工作经验提出了建议。

Since the establishment of"double carbon"goal,not only national level has included"doing a good job in carbon peak and car-bon neutrality"in the key tasks of the 14th five year plan,but also the local level actively plans to reach carbon peak in advance and strives for early carbon neutrality.This paper analyzes energy supply system of Yancheng city and Zhangjiakou city as national renewable energy demonstration areas and introduc-es advantages of Yancheng city and Zhangjiakou city in the"double carbon"work as beginner.Mean-while it puts forward many problems still faced in the process of promotion,mainly including inaccurate calculation of carbon emission and carbon capacity in regional and key areas,uncertainty of carbon peak and carbon neutrality year caused by key projects energy consumption growth etc.The"14th five year plan"is a key period for Shanghai to lock in the goal of carbon peak as strategic window period for looking forward to the blueprint of carbon neutrality framework.Suggestions are put forward in combi-nation with the"double carbon"work experience of Yancheng city and Zhangjiakou city.
