教育供给阻断贫困代际传递的机制及实现路径 被引量:10

摘要 我国的高等教育已经进入普及化阶段,然而一些农村地区因教育落后而出现的贫困代际传递问题依然存在。根据现阶段国情,以教育供给阻断贫困代际传递为切入点,构建应用系统耦合结构模型,分析教育供给、贫困代际传递与农村经济发展的机理。研究发现:近年来我国农村相对贫困地区教育扶贫投入取得了良好的效果,教育资源、教育供给能与农村经济集聚同步,对减缓贫困代际传递具有促进作用,且教育扶贫行为具有相对独立性。为顺应教育供给阻断贫困代际传递系统良性互动,提出构建以教育促进农村人口素质和能力提升、教育扶贫配置资源的发展模式,建立激发子代的个人期望、激活贫困人口的内生动力机制,健全农村人口教育培训、促进贫困家庭增产增收的减贫保障机制。 At present,China’s higher education has entered the stage of popularization,but the problem of intergenerational transmission of poverty due to backward education still exists in some rural areas.Based on the current national conditions of China,this paper,starting from the intergenerational transmission of poverty blocked by education supply,constructs a coupling structure model of application system and analyzes the mechanism of education supply,intergenerational transmission of poverty and rural economic development.The research finds that,the investment in poverty alleviation through education in the relatively poor rural areas has achieved good results.Educational resources and educational supply can synchronize with the rural economic agglomeration,which plays a great role in slowing down the intergenerational transmission of poverty,and the behavior of poverty alleviation through education is relatively independent.In view of this,in order to adapt to the education supply to block the benign interaction of the intergenerational transmission system of poverty,the paper proposes to construct a development model that promotes the improvement of the quality and ability of rural population by education and allocates resources through poverty alleviation through education,sets up the personal expectation of filial generation,activates the endogenous dynamic mechanism of the poor population,and improves education and training for rural residents to promote poverty reduction mechanisms for poor families to increase production and incomes.
