新发展格局下深化科技体制改革的思路与对策研究

A Study on Thoughts and Countermeasures of Deepening the Reform of Science and Technology System under the New Development Pattern

党的十九届五中全会确立了科技创新在中国现代化建设全局中的核心地位,把科技自立自强作为国家发展战略支撑,摆在各项规划任务的首位。新时期新形势下,经济结构、经济增长点、产业布局、资本市场等都对科技创新提出了更多的要求,而科技领域体制机制改革仍然存在诸多薄弱环节和短板,诸如体制机制僵化、利益格局固化、创新环节割裂、科技和产业脱离等,严重降低了科技资源配置效率和创新的活力,亟须加快科技体制机制改革纵深发展,进一步释放科技创新改革效应,以科技创新支撑引领新发展格局。基于此,本文提出进一步深化科技体制改革的总体思路和主要措施,为加快中国科技创新治理体系和能力现代化进程提供决策支持。

The Fifth Plenary Session of the 19 th CPC Central Committee established the core position of science and technology innovation in the overall situation of China’s modernization,and placed science and technology self-reliance and self-improvement as the strategic support of national development in the first place of all planning tasks.Under the new situation in the new period,the economic structure,economic growth point,industrial layout,capital market,etc.have put forward more requirements for science and technology innovation,while there are still many weak links and short boards in the reform of institutional mechanism in the field of science and technology,such as rigid institutional mechanism,solidified interest pattern,innovation link fragmentation,science and technology and industry detachment,etc.,which seriously reduce the efficiency of allocation of science and technology resources and the vitality of innovation,it is urgent to accelerate the deepening of the reform of the science and technology system and mechanism,further release the effect of science and technology innovation reform,and lead the new development pattern with the support of science and technology innovation.Based on this,this paper puts forward the general idea and main measures to further deepen the reform of science and technology system,to provide decision support for accelerating the modernization process of China’s science and technology innovation governance system and capacity.
