Basic Experience of the Construction of the Clean Political Culture of the Communist Party of China in One Hundred Years:A Deep Analysis Based on Cultural Structure and Cultural Morphology

廉政文化建设关系到百姓的人心向背,关系到国家的兴衰存亡。中国共产党加强廉政文化建设的历史经验主要表现在三个方面:一是坚定理想信仰,让精神文化激发向廉向善的内在动力;二是坚持以上率下,让行为文化焕发见贤思齐的感召魅力;三是坚持惩防并举,让制度文化迸发反腐防腐的强大威力。廉政文化建设既要遵循廉洁政治发展的客观规律,更要遵循文化发展的客观规律。文化现象的基本特征是它的整体性,所以在进行廉政文化建设时,必须从整体出发,把精神文化建设、行为文化建设和制度文化建设这三支力量紧密结合起来,互相支撑,共同发力。坚持以上率下,是中国共产党推进廉政文化建设最为难能可贵也最富有成效的经验。总结中国共产党建党百年以来廉政文化建设的基本经验,能使我们更加深刻地理解、更加坚定地贯彻落实以习近平同志为核心的党中央一体推进“不敢腐、不能腐、不想腐”的整体思路和战略举措。

The construction of a clean political culture is related to the people’s support and to the fate of the nation. The Party’s historical experience in this regard is manifested in three aspects: first, steadfast ideals and beliefs to have the fine spiritual culture inspire the inner power of honesty and virtue;second, adherence to the principle of the superior setting examples for the subordinates to have the behavior culture sparkle the charm of emulation;third, adherence to the combination of punishment and prevention to have the system culture burst out the powerful power of anti-corruption. The construction of the clean political culture should not only follow the objective law of clean political development, but also the objective law of cultural development. The basic characteristic of cultural phenomenon is its wholeness. We must start from the whole, and combine the three forces of spiritual culture construction, behavior culture construction and system culture construction closely.Upholding the principle of the superior setting an example for the subordinates is the most valuable, but also the most effective experience for the CPC to promote the construction of the clean political culture. Looking back at the course of building an honest and clean political culture, we can have a deeper understanding of and more firmly implement the overall thinking and strategic measure of the CPC Central Committee with Xi Jinping as the core to promote integrally the "not daring to corrupt,unable to corrupt and not wanting to corrupt."
