党内政治文化是坚持把党的政治建设摆在首位的基础力量,发展积极健康的党内政治文化也是建立“不忘初心、牢记使命”制度的重要着力点。探究党内政治文化的本质规定性及其结构层次,是充分认识党内政治文化、从理论上厘清党内政治文化与其他事物间关系的逻辑前提,也凸显出党内政治文化的本质内涵以及它所具有的社会功能,以此明晰党内政治文化建设的着力点。从理论与现实两个维度对党内政治文化结构层次进行分析,发现党内政治文化呈现“政治价值观—党内制度规范—行为作风”的圈层结构,其从结构到功能的表现形式上同构了党内政治文化的本质内容和主体框架,明确了发展积极健康党内政治文化的重要指向:坚持“以人民为中心”的政治价值观、推动党内政治文化与党内法规制度同频共振、促进党内政治文化社会化。
