PPP项目财务测算分析是编制“两评一案”(实施方案、物有所值评价、财政承受能力论证)的主要内容和主要基础之一,文中阐述PPP项目财务测算基本概念、测算内容、物有所值、财政承受能力含义以及主要测算方法、指标体系,通过两个典型案例比较直观地反映PPP项目中的物有所值、财政承受能力测算过程。

The financial calculation of PPP project is one of the main contents and bases of compiling“two evaluations and one plan”(implementation plan,value for money evaluation,financial affordability evaluation).This paper expounded the basic concept,calculation content,value for money,financial affordability meaning,main methods and index system of financial calculation of PPP project,and directly reflected the calculation process by two typical cases.
