江西省林农退“商品林”还“公益林”意愿的影响因素实证研究

Empirical Research on Influence Factors of Forestry Farmers′Willingness for Returning“Commercial Forest”to“Public Welfare Forest”in Jiangxi

以江西省17县753户林农为例,首先通过二元Logistics模型实证林农退“商品林”还“公益林”意愿的关键影响因素,再构建ISM模型分析各影响因素之间的层级结构关系。结果表明,政策接触能力、政策落实情况、补偿的标准、政策了解程度、补偿标准了解程度、补偿标准满意程度对林农退“商品林”还“公益林”意愿具有显著正向影响;而林地经营规模、经营资金畅通性对其具有显著负向影响。在显著影响因素中,林地经营规模是表层直接因素;补偿标准满意度、政策了解程度、补偿标准了解程度、经营资金畅通性是中层间接因素;政策接触能力、政策落实情况、补偿的标准是深层根源因素。基于三个层次分别提出了促进林农退“商品林”还“公益林”的对策建议。

Based on 753 forestry farmers data of 17 counties in Jiangxi Province,binary Logistics regression was built to reveal the key factors affecting the willingness of forestry farmers for returning“commercial forest”to“public welfare forest”,and then ISM model was constructed to analyze the hierarchy correlation among all the influence factors.The result showed that policy contact ability,policy implementation,compensation standard,policy understanding,compensation standard understanding and compensation standard satisfaction hadthe significant positive impact while the scale of forest land management and the smoothness of management funds hadthe significant negative impact on the willingness of forestry farmers for returning“commercial forest”to“public welfare forest”.The scale of forest land management was the direct factor of the surface layer;the compensation standard satisfaction,policy understanding,compensation standard understanding and smoothness of management funds were the indirect factors of the middle level;the policy contact ability,policy implementation and compensation standard were the root factors of the deep level.Based on the three levels,this paper put forward countermeasures to promote forestry farmers for returning“commercial forest”to“public welfare forest”.
