常德铁路专用线规划实施方案探讨

Study on the Planning and Implementation Plan of Railway Private Sidings in Changde

铁路专用线是解决铁路运输“最后一公里”问题的重要设施,随着全社会货运量逐年增加,为优化调整运输结构、提升绿色运输水平,推进铁路专用线进港口、物流园区、大型工矿企业刻不容缓。阐述常德铁路专用线发展现状,分析目前常德铁路专用线在规划建设和运营管理方面存在的问题,结合常德铁路货运需求的分析预测,从港口、物流园区及150万t以上工矿企业角度探讨常德铁路专用线规划方案,从而提升常德市货运市场中铁路运输量,促进常德物流枢纽系统的构建和多式联运业务的开展。

Railway private sidings are important facilities to solve the“last kilometer”problem of railway transportation.With the nationwide increase in freight volume year by year,it is urgent to promote the connection of railway private sidings with ports,logistic parks,and large industrial and mining enterprises,thereby optimizing the transportation structure and improving green transportation.Based on the development status and the existing problems in the planning,construction,operation,and management of the railway private sidings in Changde,this paper made an analysis and a prediction on the freight demand of Changde railways.The planning scheme for the railway private sidings in Changde was discussed from the perspectives of ports,logistic parks and industrial and mining enterprises with an annual freight volume of more than 1.5 million tons.It is expected to enhance the railway traffic volume in Changde freight transportation,promote the construction of its logistics hub system and the development of intermodal transportation business in Changde.
