从循环经济角度分析钢铁企业温室气体减排核算方法

Analysis on Accounting Method of Greenhouse Gas Emission Reduction in Steel Enterprises from the Perspective of Circular Economy

钢铁企业CO_(2)排放核算方法依据《中国钢铁生产企业温室气体排放核算方法与报告指南(试行)》及《温室气体排放核算与报告要求第5部分:钢铁生产企业》。这种核算方法简单直接,易于实行,但局限于孤立钢铁企业CO2排放核算,对于循环经济做得出色的企业会增加排放量的问题没有进行充分考虑。从循环经济角度阐述了非含碳固废、废水、废气在其他行业资源再利用对CO排放核算的影响,提出了对《钢铁核算指南》中隐含排放边界延伸的建议。

The accounting method of CO_(2) emission of steel enterprises is based on the Guidelines for Accounting Methods and Reporting of Greenhouse Gas Emissions from Iron and Steel Enterprises of China(Trial)and Greenhouse Gas Emission Accounting and Report⁃ing Requirements Part 5:Iron and Steel Enterprises.This method is simple and direct,easy to implement,but it is limited to the CO_(2) emission accounting of isolated steel enterprises,the issue that enterprises with excellent circular economy will increase their emissions has not been fully considered.The paper expounds the effect of non carbon solid waste,waste water and waste gas reuse on CO emission accounting from the perspective of circular econ⁃omy,and puts forward suggestions on the extension of the implicit emission boundary in the guide for steel accounting.
