高素质船员队伍是我国迈向航运强国的重要基石,是国家航运事业的重要战略资源。结合目前高素质船员队伍建设面临的困境,分析了我国高素质船员建设现状,对比国际主要航运国家对船员的培养模式,从社会、企业和个人三个维度提出高素质船员队伍建设存在的问题,并针对这些问题提出了一些建议。

The high-quality seafarer resource is an important cornerstone for China to become a shipping power and an important strategic resource for the national shipping industry.At present,the development of high-quality seafarer resource is confronted with difficulties.The paper studies the current situation in China,makes a comparison with the training modes of seafarers in major shipping countries,puts forward the problems existing in the development of high-quality seafarer resource from three dimensions,i.e.society,company and individual,and provides relevant suggestions,with a view to solving practical problems in the development of high-quality seafarer resource.
