The Forgotten Public Life:A Review of the Past Thirty Years of Children’s Public Participation Agenda

儿童发展是全球治理、社会治理的重要政策议题,随着跨学科理论视野和研究方法的持续推进,儿童的公共参与开始逐渐成为非营利组织、社区服务以及社会工作等领域的前沿议题。推进儿童的公共参与,不仅是联合国《儿童权利公约》实施三十多年的政策倡导方向,也是我国推动儿童积极发展、建立儿童友好型城市的实践目标之一。儿童能力、社会认知、社会服务是影响儿童公共参与的核心因素,我国还要处理好儿童人口基数庞大、地区发展差异较大、儿童校外生活中课业压力繁重等独特情境因素。未来应将国际前沿理念、模式同中国本土实际相结合,以社区非营利组织提供儿童公共参与服务为突破口,重点从政策设计和服务创新纬度进行学术研究,助力创建儿童友好型社会,推动儿童实现美好生活。

Children are the future of nations and important resources for the sustainable development of society.Under the advocacy of modern thinking which breaks through the adult-child dualism and uses broader perspectives and interdisciplinary methods upon child and childhood research,‘Children’-who were once forgotten in public participation,have returned back to be the focus of research and practice.Moving children’s public participation forward is not only the requirement mentioned in the‘Convention on the rights of the child’signed by the United Nations,but also the real practical goal within China’s process of promoting children’s positive growth and constructing child-friendly cities.The abilities of children,the social cognitions,as well as the public services are the core elements which impact their public participation.At the same time,China also has to deal with its unique contextual factors including the large populations,the big regional development gaps,the heavy academic burden upon children,etc.Therefore,we should combine the international findings with current Chinese realities.We should take community nonprofit organizations’offering services for children’s public participation as breakthrough points,and pay attention to the service innovations and policy designs during our research with the goal of realizing a more child-friendly society and creating better lives for all children.
