立体式嵌入:社区基金会助力地方社会治理——广东省德胜社区慈善基金会案例考察

Multi-dimensional Embedding of Community Foundation in Local Social Governance:The Case of Guangdong Desheng Community Philanthropic Foundation

社区基金会如何才能深度嵌入基层社会治理并发挥可持续的影响力?本文对该领域重要实践案例———广东省德胜社区慈善基金会的产生过程、资金模式、战略定位和行动框架进行了详细描述,并在“立体式嵌入”的概念框架下呈现了该基金会深度嵌入地方社会治理体系的策略和制度安排。本文最后在中国社区基金会发展的宏观图景下归纳了德胜社区慈善基金会的四大经验:“慈善信托+社区基金会”的资金模式、“乡情+贤士”的治理结构、“撬动者+双层社区慈善”的生态定位、“立体式嵌入”的政社互动策略。德胜社区慈善基金会案例呈现出传统与现代、主体性与嵌入性的“两个融合”,为社区基金会撬动“第三次分配”、助力构建地方社会治理共同体带来新的想象力。

How can community foundations well embed themselves into local social governance system and exert sustainable influence?This article gives a detailed description of the emerging process,funding model,strategic positioning and action framework of Desheng Community Foundation,a special case of community foundation based in Guangdong province of China,and presents the strategy and institutional arrangement of the foundation deeply embedded in the local social governance system under the conceptual framework of“Multi-dimensional Embedding”.In the end,the article summarizes four major experiences of Desheng Community Foundation in the macro perspective of the development of community foundations in China:“charitable trust+community foundation”funding model,“hometown affection+local elite”governance structure,“facilitator+double-layer community charity”ecological positioning,“Multi-dimensional embedding”political and social interaction strategy.The case of Desheng Community Foundation presents the two-layer coupling of tradition and modernity,organizational autonomy and and embeddedness,which brings new imagination for the community foundation to leverage the“third distribution”and help build a local social governance community.
