地方新型智库科研项目经费管理机制优化路径研究

Research on Optimization Path of Fund Management Mechanisms of Research Projects of Local New Think Tanks

[目的/意义]党的十八大以来,地方新型智库体系初步形成,智力支撑作用的重要性日益凸显,项目经费管理机制优化的紧迫性和重要性也同时显现而出。全面建设社会主义现代化国家,对新型智库建设特别是智库研究成果高质量产出提出了更高的要求。优化智库资金管理机制、最大限度地提升资金使用效益,使其成为地方新型智库新发展阶段贯彻新发展理念、构建新发展格局、实现高质量发展、提供更加强劲智力支持的必然选项。[方法/过程]本文调研总结地方新型智库科研项目经费使用和管理模式,提出地方新型智库科研项目经费管理机制的优化原则和基本构成,探索地方新型智库科研项目经费管理机制的优化路径。[结果/结论]创新地方新型智库科研项目经费管理机制,应破除“见物不见人”的传统观念,确立智力劳动合理取酬的新共识;遵循智库研究规律,优化资金投向、资金使用、绩效评估等机制体系;探索试行项目经费“包干制”,创新科研项目资源配置方式;健全科研项目经费监管机制,从而提升地方新型智库服务党委政府决策的能力和水平。

[Purpose/significance]Since the 18th CPC National Congress,the system of local new think tanks has come into being initially,the role of intelligence support has become important increasingly,and the optimization of fund management mechanisms of research projects has a simultaneously prominent urgency and importance.Building a powerful socialist country involves a higher requirement for building new think tanks particularly yielding high-quality research achievements of think tanks.Improving fund management mechanisms of think tanks,maximizing increase of funds utilization efficiency,and realizing high-quality building of local new think tanks are the inevitable option for providing stronger intelligence support for achieving high-quality development in the new phase of development.[Method/process]This paper makes a survey and summarization of modes of utilization and management,puts forward improving principles and basic composition of management mechanisms,and explores optimization paths of fund management mechanisms of research projects of local new think tanks.[Result/conclusion]This paper concludes that the innovation of fund management mechanisms of research project of local new think tanks necessitates getting rid of the traditional concept of“seeing things instead of persons”,and establishing the new common view of rational remuneration for intelligent labor;mechanisms and systems of funds utilization orientations,funds utilization,performance review,etc.need to be improved in accordance with research regularities of think tanks;the“contracting system”of program funds needs to be explored and put into trial implementation for innovation of modes of resources allocation of research program;complete fund management mechanisms of research projects need to be established so as to improve capacity and levels of local new think tanks to serve decision making of CPCs and governments.
