中国国家安全智库的界定、现状和发展路径

The Definition,Status Quo and Developing Path of China’s National Security Think Tanks

[目的/意义]本文立足中国特色社会主义国家安全道路,厘清中国国家安全智库的基本概念和现状,为国家安全智库未来发展提供思路参考。[方法/过程]本文主要运用文献调研法和网络调研法收集资料,对中国现有的国家安全类智库进行界定和分类,总结其特点和不足,并结合国家的“大安全”布局,对国家安全智库的定位和发展路径提出建议。[结果/结论]中国的国家安全智库是以总体国家安全观为指导,以服务党和政府科学民主依法决策为宗旨,对多个国家安全问题领域内的重大战略、管理和体制机制问题进行系统研究分析的智库群体。按组织属性,可分为官方背景智库、高校智库和民企智库;按专业性分可为综合型和专业型智库。国家安全智库有着对中国特色社会主义事业高忠诚度、兼有学术机构部分功能和跨学科发展的特点,同时,在人才机制、国际互动和社会影响方面存在一些不足之处。中国国家安全智库要以系统性思维认知自身的角色定位、研究领域投入;努力推动国家安全政策公共化,管控国际安全话语权;培养高端国家安全人才。

[Purpose/significance]Based on the path of national security under socialism with Chinese characteristics,this paper clarifies the basic concepts and current situation of China’s national security think tanks,and provides ideas and references for the future development of national security think tanks.[Method/process]This paper mainly adopts literature and network research method to collect relevant data,defines and classifies China’s existing national security think tanks,summarizes their characteristics and shortcomings,and puts forward suggestions on the development path of national security think tanks in combination with the national“big security”layout.[Result/conclusion]Guided by the overall national security outlook,China’s national security think tanks are a group of think thanks that conduct systematic research and analysis on major strategic,managerial,institutional and mechanism troubles in various national security fields in order to help the CPC and Chinese government to make scientific and lawful decision.They can be classified into official background think tanks,university think tanks and private enterprise think tanks according to their affiliation,and can be classified into comprehensive think tanks and professional think tanks according to their specialties.National security think tanks have three characteristics:high loyalty to socialism with Chinese characteristics,some functions of academic institutions and interdisciplinary development feature.Meanwhile,they have some shortcomings in the aspects of talent mechanism,international interaction and social influence.China’s national security think tanks should recognize their position and allocate their research investment with systematic thinking,make efforts to publicize national security policies,manage the international security discourse and cultivate high-end national security talents.
