全球棉花话语权观察及中国棉花话语权的思考

Insights into Discourse Power of Global Cotton and Consideration of China’s International Discourse Power on the Cotton

全文回顾2021年3月24日一些国际品牌商抵制新疆棉花及由此引发的棉花话语权问题,重点介绍了瑞士良好棉花发展协会(BCI)原则标准、中国棉花协会的中国棉花(Cotton China)、国家棉花产业联盟的CCIA生产和加工指南、《美国棉花信任守则》(U.S.Cotton Trust Protocol)等国内外棉花话语权和话语体系的形成、功能和影响力,对我国构建棉花话语权提出了标准体系、长效机制、获得经费的思考和建议,具有决策支持作用。

Recently,a collection of international famous companies boycotted Xinjiang cotton,which has induced a consideration:Who has more discourse power on the cotton issue?In this work,the discussion starts with an overview of the principles and standards of Better Cotton Initiative(BCI),followed by an introduction of China Cotton Association(Cotton China)and production and processing guidelines of China Cotton Industry Alliance(CCIA).Subsequently,the U.S.Cotton Trust Protocol was carefully studied.Based on the research of the formation,function,and influences of discourse power on cotton,the suggestions were proposed,which includes that constructing the standard system,long-term mechanism and availability of funds.This work may open on avenue to win the international discourse power on cotton issue.
