摘要
国家教育改革发展与投入总量的扩充注重为各区域、各受教育者提供适切度高、兼具质量的教育,有效助推了教育的高位均衡发展,但一些地区在充分落实基础教育、贫困地区经济补助、各级部门权责分配及过程监管等方面还存在一定程度的不足。为推进战略转型,公共教育发展应注重以“公平而有质量、供需均衡”为出发点,缩小区域教育差异,协调中央和地方的资源配置情况,并结合问责制度、经济总量控制、资源辐射带动等方式,来扩充受教育群体的范围。
The development of national educational reform and the expansion of total investment focusing on providing high-quality education for all regions and educatees promotes the high-level balanced development of educationeffectively.However,there are still some deficiencies in some areas,such as the full implementation of basic education,economic subsidies for poor areas,power and responsibility distribution of departments at all levels and process supervision.In order to promote the strategic transformation,the development of public education should proceed from the“fairness and quality,and balanced supply and demand”,narrow the regional differences in education,coordinate the allocation of resources between the central and local governments,and expand the scope of the educated groups by combining the accountability system,economic aggregate controland resourcedrivenness and radiation.
