河南省农村基层防汛预报预警体系建设

Construction of the Flood Control Forecast and Early Warning System at the Rural Grassroots Level in Henan Province

洪涝灾害防御体系的建设一直都是河南省防洪减灾非工程措施工作中重要的组成部分。文章首先点出河南省当前农村基层防汛工作中的短板和薄弱环节,依次从项目的建设背景、总体目标和具体目标、实施范围、主要内容等四个方面介绍了河南省农村基层防汛预报预警体系建设的总体情况,并分析了此项目的建设成效。通过此次项目建设,将有效提升河南省易受洪涝灾害区域的防汛预报预警能力,也可为其他省份相关体系建设提供参照。

The construction of flood disaster prevention system has always been an important part of the non-engineering measures for flood prevention and mitigation in Henan Province. This article firstly points out the shortcomings and weaknesses in the current rural grassroots flood control work in Henan Province,and then introduces the general overview of the rural grassroots flood control forecasting and early warning in Henan Province from four aspects: the project’s construction background,overall goals and specific targets,implementation scope,and the main content.,finally analyzes the construction effect of the project. Through the construction of this project,it will effectively enhance the flood control forecasting and early warning capabilities of the flood-prone areas in Henan Province,and could also provide a reference for the construction of related systems in other provinces.
