赵口引黄灌区二期工程进度控制措施

Progress Control Measures of the Second Phase Project of Zhaokou Yellow River Diversion Irrigation District

河南省赵口引黄灌区二期工程,是全国172项节水供水重大水利工程之一,也是河南省实施"四水同治"开工建设的十大水利工程之一,建设意义重大,同时工程建设时间紧、任务重,更有不同于以往水利基建项目的特殊因素。为按期完成建设任务,从目前进度推进中存在的主要问题切入,全面分析了工程建设进度的影响因素,主要包括移民征迁、大气污染管控、农业灌溉、冬雨季、劳务用工等,针对存在问题和影响因素,通过研判,提出了加快工程建设的措施和方法,以便圆满完成工程建设任务。

Phase Ⅱ Project of Zhaokou Yellow River Diversion Irrigation Zone is one of the 172 major water conservancy projects for saving and supplying water in China,The project is also one of the top 10 implementation water conservancy projects of Sishuitongzhi Project in Henan Province.Under the condition of tight construction schedule and heavy task,not to mention the special factors different from the previous water conservancy infrastructure projects,this project is of great significance. To finish the construction task on schedule,the main exsiting problems in the current progress are explained and the influence factors of the construction progress are analyzed in this article,which mainly includes immigrants,air pollution control,agricultural irrigation management,winter monsoon,labor employment and so on. In view of the problems and influence factors,practical measures and methods to speed up the project construction is propoesd,so as to accomplish the construction tasks successfully.
