位于千里淮河之源的桐柏县,是革命老区,也是国家扶贫开发工作重点县。作为千里淮河的源头,桐柏县是国家重要的生态功能区,控污治污、保护生态,既是确保淮河清洁的政治担当,更是造福于民,泽被后世的历史责任。全面建立推行河长制,构建县、乡、村三级河长体系,严厉打击非法采砂,强化源头治理,成立国有砂石公司,做好生态修复,规范建立了全天候,全方位,全时段智慧河长监控系统,为桐柏青山绿水搭建了"防护网"。

Tongbai County,located at the source of the Huaihe River,is an old revolutionary base area and a key county for national poverty alleviation and developmen.As the source of the Huaihe River»Tongbai County is an important national ecological functional area.Pollution control and ecological protection are not only the political responsibility to ensure the cleanness of the Huaihe River,but also the historical responsibility to benefit the people and the future generations.We have comprehensively established and implemented the river chief system.The three-level river chief system is composed of county,township and village.It severely cracked down on illegal sand mining,strengthened source control,established a state-owned sand and stone company,done a good job in ecological restoration,standardized the establishment of an all-weather,all-round and all time intelligent river head monitoring system,and built a“protective network”for green water in Tongbai Qingshan.
