淮滨县2020年防汛工作存在问题与应对措施

Problems and Countermeasures of Flood Control in Huaibin County in 2020

淮滨县特殊的地理位置和气候特征,导致县防抗任务艰巨、自然灾害频发,严重影响了县域经济发展。2020年汛期,淮滨县经历了三次强降水过程,四条河流均发生超警洪水,造成淮滨县河道堤防发生险情,沿河护岸冲刷坍塌,堤防管涌渗漏、滑坡塌陷,排涝闸站损毁。建议建立堤防群管组织,提高日常养护标准,加大对防洪工程的治理力度。

The special geographical location and climate characteristics of Huaibin County lead to the arduous task of county prevention and resistance,frequent natural disasters,which seriously affect the development of county’s economy. In the flood season of 2020,Huaibin County experienced three times of heavy rainfall,and four rivers all suffered excessive flood,which caused dangerous situation of river embankment in Huaibin County. It caused erosion and collapse of river revetment,leakage of embankment pipe,landslide collapse,and damage of drainage gate station. It is suggested that the embankment group management organization should be established,the daily maintenance standard should be raised,and the control of flood control works should be strengthened.
