哈密市水权水价改革的实践与思考

The Practice and Thinking of Water Right and Pricing Reform in Hami City

为破解水资源短缺制约发展的瓶颈问题,新疆哈密市从2019年全面推进水权水价改革,与兵团十三师联动,严格实行农业用水总量控制红线和定额管理制度,通过抓好农村二轮承包土地农业水权确权颁证、落实新疆维吾尔自治区农业水价政策、建立节水奖补机制、实行地下水井电双控管理等综合措施,不断提高水资源利用效率,改善水生态环境,保障水资源可持续利用,水权水价改革取得初步成效。

In order to solve the bottleneck problem of water shortage restricting development,Hami City in Xinjiang has comprehensively push forward the reform of water rights and pricing from 2019. Hami City and the 13 th Division of the XPCC worked together to strictly implement the red line and quota management system for the total amount of agricultural water. The utilization efficiency of water resources has been continuously raised,the water ecological environment has been improved,and the sustainable utilization of water resources has been ensured,through comprehensive measures such as the confirmation and certification of agricultural water rights for rural contracted land in the second round,the implementation of agricultural water price policy in Xinjiang Uygur Autonomous Region,the establishment of water-saving award and subsidy mechanism,and the implementation of the double control and management of underground Wells with electricity. Preliminary results have been achieved in the reform of water rights and pricing.
