公共价值视角下的政府数据开放——文献述评与研究展望

Open Government Data from the Perspective of Public Value:Literature Review and Research Prospects

[目的/意义]政府数据开放过程中,对公共价值的忽视是诸多问题产生的重要原因。然而现有研究对这一问题的讨论较为分散,系统的研究体系亟待确立。[方法/过程]以“政府数据开放”和“公共价值”为“主题”,在CNKI、WoS及Scopus等中外文数据库中展开检索,从中筛选出契合研究主题且引用率较高的关键文献,以此为基础对政府数据开放公共价值研究的主题、视角及方法进行全面梳理。[结果/结论]概念定义、类别谱系、测量路径及创造机制是学者们关注的重点问题,它们共同构成了政府数据开放价值的研究体系。但当前学界对这四个维度问题的探究不够深入,仍需回应的现实问题包括但不限于:如何达成清晰的价值期望共识、设立有效的价值调和机制及建构完善的价值创造网络。

[Purpose/Significance]In the process of Open Government Data(OGD),neglect of public value is an important reason for many problems.However,the existing researches on this issue are relatively scattered,and the relevant research system needs to be established urgently.[Method/Process]Taking OGD and Public Value as the Theme,this paper searches CNKI,WoS,Scopus and other Chinese and foreign databases,selects the key literatures that fit the research theme and have a high citation rate,and comprehensively combs the theme,perspective and methods of the research on the public value of OGD.[Result/Conclusion]It is found that the definition of concepts,pedigrees of categories,measurement paths and creation mechanisms are key issues that scholars pay attention to.Together,they constitute a research system for value of OGD.However,the current academic circles have not conducted in-depth exploration on these four dimensions.The practical issues that still need to be answered include but are not limited to:how to reach a clear consensus on value expectations,how to establish an effective value reconciliation mechanism,and how to construct a complete value creation network.
