地方政府对网络问政的信息注意力分配的层级差异研究

Hierarchical Difference of Local Government's Allocation of Information Attention to Internet Politics Q&A Platform

[目的/意义]探索地方政府的信息注意力配置,有助于理解政府对治理信息的关注和处理过程,进而提升政府的信息治理效能。[方法/过程]基于A省网络问政平台“问政A省”,实证分析地方各层级政府对信息注意力配置的层级差异现象及其影响因素。[结果/结论]各层级政府回应具有显著的层级差异,层次越高,回应情况越不乐观,尤其是省级政府存在明显的回应缺位;各层级政府在不同议题的回应程度方面存在“选择性回应”现象;公众网络问政行为主要集中在“属地化”层级,公众会采取差异化的诉求策略以争夺不同层级政府注意力。

[Purpose/Significance]Exploring the information attention allocation of local government is helpful to understand the government's attention and process of governance information.[Method/Process]Based on the Internet politics Q&A platform of'A'province,this study empirically analyzed the hierarchical differences of information attention allocation of local governments at different levels and its influencing factors.[Result/Conclusion]There were significant differences in the response of governments at different levels.The higher the level,the less optimistic the response situation was,especially the obvious absence of response from provincial governments.There is also a phenomenon of"selective response"in the response degree of different issues by governments at different levels.The online political inquiry behavior of the public mainly concentrates on the"localization"level,and the public adopt differentiated appeal strategies to compete for the attention of governments at different levels.
