摘要
[目的/意义]智库机构以知识产出服务国家战略决策,实现功能的过程主要是从知识到政策方案的转化。借鉴已有的国际前沿研究成果,基于政策反馈理论分析智库评价问题,能够从实现智库辅助决策基本功能出发,更全面地识别智库评价要素及其作用机理,为智库研究领域相关学者提供理论参考。[方法/过程]基于政策反馈理论,从全新的理论视角,识别智库评价中的政策反馈知识主体、政策反馈工具主体和政策反馈博弈主体,分析智库评价中的知识与政策映射关系,研究政策反馈视角下的智库评价动态过程。[结果/结论]依据前期研究成果,提出了包括政策评价与政策设计两个维度的智库评价模型,提出的理论模型以政策反馈为出发点和落脚点,为智库评价领域研究学者和决策者提供新思路。
[Purpose/Significance]Think tanks serve national strategic decision-making with their knowledge output.The process of realizing their functions is mainly the transformation from knowledge to policy solutions.Referring the existing international research frontiersand analyzing the evaluation of think tanks based on the policy feedback theorycan effectively realize the auxiliary decision-making function of think tanks,more comprehensively identify the evaluation elements and their mechanism,and provide theoretical literatures for scholars in the field of think tank research.[Method/Process]Based on the policy feedback theory,from a new theoretical perspective,this paper identifies the policy feedback knowledge subject,policy feedback tool subject and policy feedback game subject in think tank evaluation,analyzes the mapping relationship between knowledge and policy in think tank evaluation,and studies the dynamic process of think tank evaluation from the perspective of policy feedback.[Result/Conclusion]The paper proposes a think tank evaluation model including two dimensions of policy evaluation and policy design.The theoretical model takes policy feedback as the starting point and landing point,and provides new ideas for researchers and decision makers in the field of think tank evaluation.
