形式主义、官僚主义由来已久,具有顽固性和反复性。二者既相互区别、单独发威,又相互关联、沆瀣一气。其主要表现:一是贯彻决策不力;二是服务群众不真;三是履职尽责不够;四是基层减负不实。究其原因,涉及政治思想根源、治理体制机制、考核评价体系、监督执纪问责等方面。坚持以党建引领基层治理,积极探究力戒基层社会治理中形式主义、官僚主义的有效路径:一是以坚持实事求是为本,筑牢政治根基;二是以坚定理想信念为基,夯实思想基础;三是以端正组织路线为径,培育干部队伍;四是以坚持群众路线为要,壮大力量之源;五是以健全监督体系为核,提升实际成效。在标本兼治上动真碰硬,在抓常抓长中久久为功,以坚定的信念、整风的精神、为民的情怀、务实的作风、改革的思路狠刹基层社会治理中形式主义、官僚主义的歪风。

Formality and bureaucracy go long in history,both tenacious and recurrent.They differ from each other,and do harm independently,and are connected with each other and mutually enhance each other.They are mainly found in the sluggish execution of superior decisions,fake service to the public,insufficient fulfillment of their duties,and in falsification in load-reduction for the lower administrative levels.Political ideological resources,treatment system and mechanism,evaluation system and supervision and accountability policies account for such defects.Methods can be found to curb formality and bureaucracy at bottom-level government departments directed by Party construction in these departments:First,the political foundation is to be consolidated based on facts;Second,the ideological foundation is to be cemented based on firm ideologies and faiths;Third,an army of leaders is to be nourished adhering to the correct organizational routine;Fourth,power source is to be expanded by sticking to the masses;Five,working effectiveness is to be improved with perfected supervision mechanism.Formality and bureaucracy can be curbed in the earnest efforts starting from the source,in the adherence and constant devotion,in the steadfast faiths,rectification spirits,concern for the public,and the mentality for reform.
