当前地方巡视巡察工作中的重点难点问题及其对策——基于200名地方巡视巡察干部专题研讨、座谈调研的分析

Vital Yet Difficult Issues in Current Inspection and Supervision and Countermeasures: Based on the Workshop of 200 Local Officials Participating in Discipline Inspection Tours

党的十八大以来,以习近平同志为核心的党中央高度重视巡视巡察工作,立足政治巡视构建“四项监督全覆盖”,形成监督合力,不断健全党和国家监督体系,取得显著成效。在提升治理体系和治理能力现代化水平、全面建设社会主义现代化国家新的历史时期,地方巡视巡察工作一方面为深化改革提供了实践经验和做法,另一方面也存在与新理念、新发展、新要求不适应的情况。通过对部分地方巡视巡察干部的研讨交流和座谈调研材料进行分析,发现当前地方巡视巡察工作中存在政治巡视定位认识不清、政治监督存在短板、体制机制仍需健全等问题,今后应准确把握政治巡视的定位和政治监督的本质,构建巡视巡察上下联动、内外协作工作体系,培养高素质、专业化巡视巡察干部队伍,从而推动地方巡视巡察工作科学化、制度化、规范化。

Discipline inspection tours have been paid close attention to with a number of achievements made since the 18th CPC National Congress by the CPC Central Committee centered around Xi Jinping,in terms of the national coverage of the“four supervisions,”joint supervision power formed,the Party and state supervision systems formed,achievements significant.In the progress toward modernization in supervision system and supervision capabilities in this new era,local inspections and supervisions provide practical experience and methods for further reform efforts on the one hand,the lack of correspondence with new notions,with the latest development and with new requirements still persists.Discussion notes of inspections and supervision records with local cadres disclose problems of undue awareness towards the political nature of such inspections,insufficient political supervision,and defective mechanisms,etc.Political inspections and the essence of supervision are to be properly oriented,a working mechanism for the coordination between the upper and lower levels and between internal and external factors to be constructed to add to the scientific,systematic and regulatory qualities of local inspections and supervisions.
