Research on Data Ethics in the Era of Artificial Intelligence

人工智能时代,数据泄露、数据滥用、数据主体的隐私泄露、算法技术的不透明性等问题已经成为突出的社会问题。数据伦理失范主要表现在数据采集、分析与应用三个方面,这会对用户生活方式、数据经济可持续发展与国家安全造成负面影响。数据伦理失范是技术风险、商业逻辑与国家层面规范机制共同作用缺乏的结果,应该构建以责任伦理为核心维度的数据伦理规范。具体表现为:保障用户数据权利原则;保障用户知情同意与隐私权利原则;算法技术透明性原则;有规范的数据共享原则;数据应用的公共善原则。

In the era of artificial intelligence,data leakage,data abuse,privacy leakage of data subjects,and opacity of algorithm technology have become prominent social problems.Anomie of data ethics is mainly manifested in three aspects of data collection,analysis and application,which will have a negative impact on user lifestyle,sustainable development of data economy and national security.The anomie of data ethics is the result of the lack of interaction between technical risks,business logic,and national-level regulatory mechanisms.A data ethics standard with responsibility ethics as the core dimension should be constructed,which is manifested in the principle of protecting user data rights;ensuring user informed consent and privacy:the principle of rights;the principle of transparency in algorithm technology;the principle of standardized data sharing;the principle of public good in data application.
