我国老年人“数字鸿沟”破解路径研究

社会信息化和人口老龄化背景下,我国很多老年人未充分享受到信息时代发展成果,他们面临着难以逾越的“数字鸿沟”,在融入数字世界方面的挑战日益加剧,这在一定程度上影响社会稳定与社会公平。因此,为贯彻落实党的十九届五中全会提出的实施“积极应对人口老龄化”的国家战略,消弭老年人“数字鸿沟”,必须充分发挥政府主导作用、文化反哺作用以及老年人自身主体作用,通过多元主体参与,构建老年人参与智慧社会、融入信息时代的发展机制,使其共享时代成果,共创时代发展。

Under the background of social informationization and population aging,many elderly people in China have not fully enjoyed the development achievements in the information age.They are faced with an insurmountable"digital divide",and the challenges in integrating into the digital world are increasing,which affects social stability and social fairness to a certain extent.Therefore,in order to implement the national strategy of"actively responding to the aging of the population"put forward by the Fifth Plenary Session of the 19th CPC Central Committee and eliminate the"digital divide"of the elderly,it is necessary to give full play to the leading role of the government,the role of cultural feedback and the role of the elderly themselves as subjects,and build a development mechanism for the elderly to participate in the intelligent society and integrate into the information age through the participation of multiple subjects,so that they can share the achievements of the times and create the development of the times together.
