Study of the Police Raid Tactics in the Hostage Crisis on the Public Transport

公共交通是我国最重要的大众化交通载体。近年来,公共交通劫持人质等突发事件呈多发、频发态势,严重危害公共安全,尤其是地铁、铁路、民航、公交汽车等交通工具客流持续增大,运营环境封闭,客舱、车厢内结构复杂,运行存在一定的相对薄弱性和较高的风险性,使公共交通安全面临着严峻的挑战。由于国内外关于公共交通劫持人质案件武力处置的研究相当薄弱,警方在处置公共交通劫持人质案件实践中存在诸多困惑。因此,对公共交通劫持人质案件中武力突击行动风险评估、应急预案编制,武力解救人质模式、战术运用、应急处置程序和策略等进行研究,提升公安机关应急处置能力,对打造平安城市、维护公共交通安全具有十分重要的现实意义。

The public traffic is the most important carrier for mass transport in China.In recent years,contingencies like traffic hostage incidents frequently occurred and severely threatened public safety,especially for the subway,railway,civil aviation,buses,etc.Due to the consistent increase of passenger flow,the enclosed environment,the complex internal structure of cabins and carriages,the fragility of operation,the vulnerable security system and other potential risks,the safety of public transport is confronted with severe challenges.Few research has been made in and abroad to handle such cases,and the police are not clear about it in their work.Therefore,the paper discusses the risk assessment,contingency plan,rescues by force,tactics,handling procedure,strategies of the police raid to handle the hostage taking cases on the public transport carriers,and enhance the emergency response capacity of the police.It is significantly important to safeguard the public traffic system.
