碳排放市场角度下的合同能源管理分析

Analysis of Contract Energy Management from the Perspective of Carbon Emission Market

温室效应所造成的全球气候变化成为当今人们关切的话题,研究表明,造成全球气候变暖的主要原因是碳排放的增加。随着国际碳减排交易体系和市场的不断完善,中国的碳减排交易市场也发展起来,碳排放权成为一种具有经济价值的无形商品。大部分合同能源管理项目都具有碳减排的作用,因此在碳排放交易市场下对合同能源管理进行研究是很有必要的。本文对合同能源管理及碳排放交易进行分析。研究发现,在碳排放的约束下,作为一种节能管理模式,合同能源管理可以为企业带来不错的碳减排效益,有利于碳交易市场的发展。但是,我国的合同能源管理目前还处于发展阶段。因此,政府应加大对能源服务公司的扶植力度,同时要确定节能量的认定标准,完善项目合同,使得能源企业与能源服务公司取得双赢。

Global climate change caused by the greenhouse effect has become a topic of concern today,and studies have shown that the main cause of global warming is the increase in carbon emissions.With the continuous improvement of the international carbon emission reduction trading system and market,China’s carbon emission reduction trading market has also developed,and carbon emission rights have become an intangible commodity with economic value.Most contract energy management projects have the effect of carbon emission reduction,so it is necessary to conduct research on contract energy management in the carbon emission trading market.This paper analyzes contract energy management and carbon emissions trading.the study finds that under the constraint of carbon emissions,as an energy-saving management model,contract energy management can bring good carbon emission reduction benefits to enterprises,which is conducive to the development of the carbon trading market.However,China’s energy contract management is still in the development stage.Therefore,the government should increase support for energy service companies,at the same time,it is necessary to determine the certification standards for energy conservation and improve project contracts,so that energy companies and energy service companies can achieve a win-win situation.
