废弃矿山市场化生态修复实践与探索--以安徽省为例

Practice and Exploration of Market-oriented Ecological Restoration of Abandoned Mines——A Case Study of Anhui Province

文章在对安徽省近年来采用市场化修复的废弃矿山现状分析的基础上,探讨了废弃矿山生态修复模式、主要成效、存在问题,并按照“以用定治”的废弃矿山生态修复思路,提出推进废弃矿山市场化生态修复工作建议:针对实施主体、责任部门、规划管控、绩效考核等问题应明确一些意见(或要求);针对历史遗留、资源收益等问题应限定一些行为;针对平台搭建、产权收益、提升工程等问题应鼓励一些尝试;针对矿地用权、流转机制、容错机制等问题应制定一些细则。

Based on the analysis of the current situation of abandoned mines in Anhui Province,which adopt market-oriented restoration in recent years,the article discusses the ecological restoration mode,main achievements and existing problems of abandoned mines,and puts forward the following suggestions to promote the ecological restoration of abandoned mines according to the ecological restoration idea of“governance determined by use”:Some opinions(or requirements)should be made clear for the implementation subjects,responsible departments,planning and control,performance appraisal and other issues;Given the problems left over by history and resource revenue,some behaviors should be limited;Some attempts should be encouraged to solve the problems of platform construction,property rights benefits,and upgrading projects;Some detailed rules should be made to solve the problems of mining land use right,circulation mechanism,and fault tolerance mechanism.
