雄安新区白洋淀水质安全长效保障对策建议

Long-Term guarantee suggestions of water quality safety of the Baiyangdian in the Xiong'an New Area

白洋淀湿地是雄安新区的生态腹地,是雄安新区水城相融生态格局的重要组成,其水质安全状况关系雄安新区发展质量,决定雄安新区生态建设成败。分析了白洋淀水质安全方面存在的主要问题,从优化区域生态补水调配、提升入淀河流水质、加强淀内外污染协同控制、开展白洋淀水生态治理与修复、加强水系连通建设、提升水污染事故风险防控能力等6个方面提出了控制水污染、提高水质安全长效保障的对策建议,对保障白洋淀湿地安全、推动雄安新区绿色发展与生态建设具有重要意义。

The Baiyangdian Wetland is the ecological hinterland of the Xiong′an New Area and an important part of the ecological pattern of water city integration of the area.Its water quality safety condition affects the development quality of the Xiong’an New Area and determines the success or failure of the ecological construction.This paper analyzes the main problems existing in its water quality safety,and proposes countermeasures and suggestions for control water pollution and improving the long-term security of water quality from six aspects,including optimizing the allocation of regional ecological water supply,improving the water quality of rivers entering the lake,strengthening the coordinated control of internal and external pollution of the wetland,carrying out water ecological treatment and rehabilitation,strengthening the construction of water system connectivity,and enhancing the capacity of water pollution accident risk prevention and control,which are of great significance to ensuring the environmental security of the Baiyangdian Wetland and promoting the green development and ecological construction of the Xiong'an New Area.
