可持续发展理论视域下我国特色小镇建设热潮探究

On Upsurge of the Construction of Towns with Chinese Characteristics from the Perspective of Sustainable Development Theory

近年来我国掀起一股特色小镇建设热潮,由此,如何正确理解并理性分析这股热潮的成因和影响成了学术界的热点话题。通过数据分析,我国特色小镇热潮主要表现在政策热、实践热和研究热。我国特色小镇建设热潮主要受国家权力、地方增权、社会资本、产业创新、人本需求等多种因素共同影响而形成。根据当前我国特色小镇建设存在“过快过热”等问题,基于可持续发展理论的发展度、持续度和协同度三个维度的分析框架,提出我国特色小镇建设应遵循“市场主导、政府引导,产业为根、企业为主,以人为本、持续发展”的发展原则,实施特色小镇“五位一体”的发展策略,以期为我国特色小镇建设以及乡村振兴提供参考。

In recent years,there has been an upsurge in the construction of the characteristic towns all over China.How to correctly un⁃derstand and rationally treat the causes and effects of this upsurge has become a hot topic in academic circles.Through data analysis,the upsurge of characteristic towns in China is mainly manifested in the hot policy,hot practice and hot research.This upsurge of char⁃acteristic towns in China is mainly influenced by many factors,such as state power,local empowerment,social capital,industrial inno⁃vation,human-oriented needs.According to the existing main problems such as"too fast and too hot"in the construction of characteris⁃tic towns in China,it proposes an analysis framework based on the three dimensions of development degree,sustainability degree and synergy degree of sustainable development theory,and points out that the construction of characteristics towns in China should follow the development principles of"market-oriented,government-led;industry as the root,enterprise as the main body;people-oriented,sustainable development"and carries out the“Five-in-One”sustainable development strategy of characteristics towns.This is in order to provide the theoretical guidance and the policy reference for the construction of characteristic towns and rural revitalization in China.
