推进中国天然气与可再生能源融合发展的思考 被引量:8

摘要 天然气作为清洁低碳高效能源,通过与可再生能源融合互补,有助于实现可再生能源电力的高水平消纳,这将成为天然气业务在构建清洁低碳、安全高效的现代能源体系的主要发展方向。通过以天然气发电与风电、光伏发电融合为切合点,结合天然气及中国电力行业近年来的生产实践,同时借鉴国外经验,分析了可再生能源自身间歇性、随机性和波动性带来的供能不稳定性问题,以及天然气灵活稳定的调峰保障能力。提出实施天然气与可再生能源融合发展试点示范工程,完善电力辅助服务调峰市场,鼓励天然气发电为主的电力调峰设施建设,出台利于可再生能源跨省消纳政策等措施,以推进天然气与可再生能源融合发展。 As a clean,low-carbon and efficient energy,natural gas is helpful to achieve high-level consumption of renewable energy power by integrating and complementing with renewable energy,which will become the main development direction of natural gas business in building a clean,low-carbon,safe and efficient modern energy system.Based on the integration of natural gas power generation,wind power generation and photovoltaic power generation,combined with the production practices of natural gas and China’s power industry in recent years,and referring to foreign experiences,this paper analyzes the energy supply stability problems caused by the intermittence,randomicity and fluctuation of renewable energy and the peak shaving guarantee ability of natural gas.In order to promote the integrated development of natural gas and renewable energy,the pilot demonstration project of integrated development of natural gas and renewable energy should be implemented,the peak shaving market of power auxiliary services should be improved,the construction of peak shaving facilities based on gas and electricity should be encouraged,and the inter provincial consumption policies of renewable energy should be introduced.
