朔黄重载铁路工务电务供电一体化施工管理模式

Integrated Construction Management Mode of Public Works, Electricity and Power Supply of Shuozhou-Huanghua Port Heavy Haul Railway

宁武西—北大牛、南湾—猴刎是国能朔黄铁路原平分公司管内的两个典型的山区铁路区段。2020年该区段大中修工程数量占全部计划数量的77.5%。本文首先分析了既有的分专业施工模式存在的问题,然后从加强计划管理、压缩施工辅助时间、优化限速施工地段、合理缩短安全防护距离、建立考核和激励制度五个方面介绍了工务电务供电一体化施工的具体内容。经实施,一体化施工明显改善了轨道承载能力,及时整治了基础设施结构病害,施工进度和效率大幅提升,施工安全和质量得到有效控制,效果明显,值得推广。

Ningwuxi-Beidaniu and Nanwan-Houwen are two typical mountainous railway sections under the management of Yuanping branch of China Energy Shuozhou-Huanghua Port Railway Development Company Limited.In 2020,the number of large and medium maintenance projects in this section accounted for 77.5%of the total planned number.This paper first analyzes the problems existing in the existing professional construction mode,and then introduces the specific contents of integrated construction of public works,electricity and power supply from five aspects of strengthening plan management,compressing construction auxiliary time,optimizing speed limit construction section,reasonably shortening safety protection distance,and establishing assessment and incentive system.After implementation,the integrated construction has significantly improved the track bearing capacity,timely remedied the infrastructure structure defects,greatly improved the construction progress and efficiency,and effectively controlled the construction safety and quality.The effect is obvious and the mode is worthy of promotion.
