高速公路PPP项目运营管理存在的问题及对策

公私合作伙伴关系(Public-Private Partnerships,PPP),是公共基础设施一种项目融资模式,对于改善我国基础设施建设中的资金短缺问题具有十分重要的意义。由于PPP模式具有建设期长、投资大、回收慢的特点,因此主要集中于市政、公路、铁路、机场等基础设施建设领域。高速公路PPP项目因投资额大、投资收益稳定是目前施工企业投融资项目主体,项目建成后如何运营是施工企业面临的一个难题。对已投入运营的项目进行总结研究,进而采取有效的措施。

Public-Private Partnerships(PPP)is a project financing mode of public infrastructure,which is of great significance to improve the shortage of funds in infrastructure construction in China.Because PPP mode has the characteristics of long construction period,large investment and slow recovery,it mainly focuses on infrastructure construction fields such as municipal,highway,railway and airport.At present,PPP project of expressway is the main body of investment and financing project for construction enterprises because of its large investment amount and stable investment income.How to operate the project after completion is a difficult problem for construction enterprises.This paper summarizes and studies the projects that have been put into operation,and then takes effective measures.
