如果说工程项目管理策划是宏观意义上的管理框架,那么工程各阶段管理实施则是微观的管理方法方案的实践,它也检验管理策划方案的成效和好坏,好的管理策划具体实施时能使工程各阶段管理的衔接有条不紊,对实现工程的质量、进度、成本等目标有极大地促进和指导作用。以水工隧洞项目为例,运用“正向测算,倒退挖潜,动态管理”的方法,通过对工程项目策划的编制、执行、跟踪、调整等各个阶段深入分析,探讨如何提升项目策划的准确性与适用性,进而构建整个项目的经营管理体系。

Project management planning is the management framework in the macro sense,and the management implementation in each stage of the project is the micromanagement method practice.It can test the effectiveness of management planning programs.Good management planning can make the management of each stage of the project connect in an orderly manner when it is implemented,which greatly promotes and guides the realization of quality,schedule and cost of the project.Taking hydraulic tunnel project as an example,this paper uses the method of“forward calculation,backward potential excavation,dynamic management”to make in-depth analysis on the preparation,execution,tracking,adjustment and other stages of project planning.This paper discusses how to improve the accuracy and applicability of project planning,and then construct the management system of the whole project.
