试论全面抗战时期陕甘宁边区的防空建设

Air Defense Construction in Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War and Its Enlightenment

全面抗战进入相持阶段后,日本为了达成快速灭亡中国的战略企图,利用空中优势,对陕甘宁边区进行了较长时期的轰炸。在此背景下,中共中央和陕甘宁边区政府展开了卓有成效的防空建设:积极构建防空体系,奠定防空的组织基础;广泛开展防空宣教,增强民众的防空意识;加紧完善防空设施,规范民众的防空行为。防空建设的有效实施不仅挫败了日军的轰炸企图,保卫了中共中央和陕甘宁边区的安全,减少了人员伤亡和财产损失,维护了社会稳定,而且树立了中华民族顽强不屈的形象,在我国防空建设史上具有十分重要的历史地位,对新时代人民防空建设仍具有一定的借鉴作用。

After the total war of resistance against Japanese aggression entered the stalemate stage,in order to quickly achieve the destruction of China′s strategic attempt,Japan used its air superiority to carry out a long period of bombing in Shaanxi-Gansu-Ningxia border region.Under this background,the Communist Party of China and the Shaanxi-Gansu-Ningxia border region government carried out fruitful construction of air defenseactively constructing air defense system,laying the organizational foundation of air defense construction;Extensive publicity and education on air defense should be carried out to enhance people′s awareness of air defense;We will step up the construction of air defense facilities and standardize citizens′air defense activities.The effective implementation of air defense construction not only foiled the Japanese bombing attempt,defended the security of the Central Committee of the CPC and the Shaanxi-Gansu-Ningxia border region,reduced casualties and property losses,and maintained social stability;And set up the indomitable image of the Chinese nation,it has a very important historical status in the history of China′s air defense construction,the new era of civil air defense construction still has a certain reference.
